ACTDPI-Yong Chye

Loh Yong Chye

Yong Chye is currently the CEO and Co-founder of ACT:DPI Pte Ltd. He specializes in Data Protection training and consulting and is concurrently with the National University of Singapore (NUS) as a part-time lecturer at the School of Computing and as a faculty member at the Advanced Computing for Executives (ACE), a consultant/trainer with the Singapore Institute of Management (SIM) Academy and an Associate Trainer with the NTUC Learning Hub. He has taught more than 1,000 trainees to date on the Singapore Personal Data Protection Act (PDPA)

 He has also helped local companies in the real estate, social service, logistics, retail and professional service sectors to set up their data protection policies and processes to meet the PDPA requirements.

Yong Chye was with the Personal Data Protection Commission (PDPC) since 2013. Notable achievements during his 6-year stint in PDPC included:

  • Successful rollout of both the “Fundamentals of the PDPA” course and the “Practitioner Certificate for Personal Data Protection (Singapore)” preparatory course and examination module;
  • Completion of the DPO competency framework and training roadmap, which was officially launched by the Minister of Communications and Information in Jul 2019;
  • Development of multiple DP tools, resources and services to help organisations, especially SMEs and non-profit organisations seeking to comply with the PDPA; and
  • Having led the DPO team responsible for the maintenance and enhancement of the DP policies and procedures within the PDPC, as well as, the communications and outreach team to create awareness of, and promote compliance to, the PDPA in the initial years

Prior to joining the PDPC, Yong Chye did a 4-year overseas stint with the IDA International (a subsidiary of then-IDA) where he provided eGov consulting services to the governments of Bhutan, Trinidad and Tobago and Moldova.

 In the earlier years of his career at the then-IDA, he was the divisional head in charge of organisation development and excellence, and an IT manager of a government agency.

 He holds a Bachelor of Science (IT) degree from the NUS and the Practitioner Certificate in Personal Data Protection (Singapore). He is a certified adult educator and a Certified Information Privacy Manager (CIPM).

I attended the Data Protection Officer Course conducted by ACT:DPI. The course covered all aspects of a Data Protection Officer’s role. The training included both data protection regulations as well as the implementation of data protection policies and procedures. Your passion and your professionalism for PDP were very evident and I thoroughly enjoyed every session conducted by both of you.
